Local Council Tax-payers are having to find extra cash to fill a £3million black hole in Conservative-run Bromley Council's parking fine collections - according to an official report to the Council's Audit Sub-Committee.

Lib Dem Councillor Grace Goodlad, who is an accountant, said: "This is pure and simple Tory financial incompetence. Local residents expect better from the people who are meant to be in charge of spending their money."
